Government regulations that came into effect on 4 April 2020 allow remote meetings to take place and to make formal decisions at those meetings. Formal Council/Committee meetings held with effect from the Executive on 19th May 2020, will be live streamed via the Council’s You Tube page. A Protocol for Remote Meetings, together with User Guides for Members of the Public, are contained among the documents further down this page.
At this stage, the focus is upon introducing remote meetings for those committees where decisions were being made that either have a direct bearing upon how the Council responds to the Coronavirus pandemic or which cannot be deferred for some compelling reason. With this is mind, it was recommended that only the Executive would meet as scheduled. The Planning and Regulatory Functions committee would meet as required to deal with urgent planning applications, Audit would similarly only meet if required to make an urgent decision and Pension Fund Committee would form a sub-group to make decisions relating to changes in investment performance. All other formal, public committee meetings would be postponed until September 2020.
The emergency decision making powers that the Chief Executive has exercised, during a period where no formal, public, decision making committee meetings are able to be held due to the pandemic, are under constant review. Once the Council is able to hold formal virtual meetings that comply with the regulations, then a decision will be taken as to what approach is needed to best ensure that we are able to continue to respond effectively and efficiently to a rapidly changing situation.

We are required to give 28 days notice of key decisions due to be taken. We therefore publish a forward plan of key decisions [330kb] at least once a month which includes:

Recording is allowed at County Council, committee and sub-committee meetings which are open to the public; subject to:- (i) the recording being conducted under the direction of the Chairman of the meeting; and (ii) compliance with the Council’s protocol on audio/visual recording and photography at meetings, a copy of which is available to download below. Anyone wishing to respond must contact, prior to the start of the meeting, the Officer whose details are at the foot of the first page of the Agenda.
